OPA388: need help on use OPA388 transfer current signal to Voltage

Hello Sir:

I am trying to build a precision Current to Voltage transfer circuit by OPA388. 

As follow, load is R2(10k)

After build it on breadboard, I test it and find out a noise when input is open. And it will stay there with or without input.

If I remove C1, the noise will increase to 15 mV(pk-pk), no frequency change. (I use C2 for measure)

could you please help check where I made mistake?
